Permits certified nursing home medication aides in St. Lawrence County residential health care facilities to administer routine, prefilled medications under direct supervision of a registered professional nurse, with exceptions for insulin, diabetes care injections, low molecular weight heparin, and epinephrine auto-injections.

Requires nursing home medication aides to have at least one year of residential health care experience, complete commissioner-approved training, pass competency examinations, and demonstrate ability to communicate effectively with patients.

Mandates that a supervising registered professional nurse must provide initial and ongoing assessments, visit patients regularly, be available 24/7, assign medications based on patient complexity and aide competency, and retain discretion to revoke assignments without coercion.

Prohibits nursing home medication aides from assessing medication or medical needs, performing activities outside licensed practical nurse scope, or holding themselves out as licensed nurses; requires documentation in medication administration records.

Establishes reporting requirements to the nursing home nurse aide registry, directs the commissioner of health to issue an implementation report by October 1, 2024, and sunsets the program on March 31, 2025, with regulations to be adopted within two years.
