Establishes a voluntary financial exploitation outreach, education and training program administered by the director of the office for the aging in conjunction with the office of children and family services and the department of financial services.

Authorizes the director to award grants to qualified designated agencies to establish local elderly exploitation outreach, education and training programs that work collaboratively with financial institutions, certified public accountants, tax preparers, and attorneys.

Requires the program to include educational materials in multiple formats, public service announcements and media campaigns, and instructions on reporting suspected financial exploitation of the elderly.

Creates a special revenue fund called the financial exploitation, outreach, education and training fund in the joint custody of the comptroller and superintendent of financial services, with moneys to be disbursed to the state office for the aging.

Establishes an advisory committee of 7-12 members including senior advocacy representatives, elder law attorneys, bankers, accountants, protective service agencies, and law enforcement to advise on program development and implementation.
