Establishes an office for diversity and educational equity within the State University of New York (SUNY) administration, to be headed by a vice chancellor reporting directly to the chancellor.

Office shall advise SUNY trustees and chancellor on increasing faculty, staff, and student diversity while ensuring educational equity across the state university system.

Requires annual reports by January 1st to the governor and legislature detailing diversity metrics including minority enrollment, withdrawals, dismissals, graduation rates, and faculty hiring and salary information broken down by campus, gender, and ethnicity.

Mandates that SUNY include a dedicated appropriation in its annual budget proposal to the governor and Division of the Budget to fund and support the office's operations.
