Establishes a 16-member Aging in Place Task Force within the Office for the Aging to study how the state can encourage aging in place.

Task force shall examine infrastructure improvements, zoning changes, nutrition programs, fraud protections, home medical care expansion, tax incentives, and private insurance incentives.

Membership includes the Commissioner of Temporary and Disability Assistance, Director of the Office for the Aging, legislative committee chairpersons and ranking members, and appointees from the Governor, Senate leadership, and Assembly leadership.

Task force shall be chaired by two co-chairs—one selected by the temporary president of the Senate and one by the Speaker of the Assembly—and must hold its first meeting within 60 days of the act's effective date.

Task force must submit findings and recommendations to the Governor, temporary president of the Senate, and Speaker of the Assembly by January 1, 2020, and shall terminate upon submission of the report or December 31, 2019, whichever is later.
