Extends the minimum funding requirement for SUNY through fiscal year 2018-2019, maintaining at least the prior year's appropriation for general fund operating support and fringe benefits.

Adds new provisions beginning in fiscal year 2019-2020 requiring the state to appropriate funds covering all mandatory costs for SUNY and SUNY health science centers, including collective bargaining costs, salary increments, fringe benefits, utilities, building rentals, and inflationary expenses.

Establishes similar extended funding requirements for CUNY beginning in fiscal year 2019-2020 to cover all mandatory costs including collective bargaining, fringe benefits, and inflationary expenses.

Permits the governor to reduce state support for both SUNY and CUNY proportionately if a fiscal emergency is declared and communicated to legislative leadership.

Requires the state to fully fund tuition credits under existing law regardless of fiscal circumstances, and expires these provisions consistent with chapter 260 of the laws of 2011.
