Amends education law to require dentists, registered nurses, licensed practical nurses, podiatrists, optometrists, and dental hygienists to complete training on infection control that includes sepsis and barrier precautions every four years, with documentation required at registration.

Amends public health law to require physicians, physician assistants, and specialist assistants to complete similar infection control training including sepsis every four years, with the same requirement extended to medical students, medical residents, and physician assistant students as part of orientation programs.

Changes the scope of infection control training requirements to specifically include "infections that could lead to sepsis" in addition to HIV, HBV, and HCV transmission prevention.

Allows the Department of Health to grant exemptions to healthcare professionals who demonstrate no need for such training based on the nature of their practice or who have completed equivalent coursework.

Takes effect on the same date as the 2017 legislation (S. 4971-A and A. 6053-A) relating to sepsis awareness, prevention and education programs.
