Requires the president of the New York City Transit Authority to submit annual written reports to the governor, Senate temporary president, and Assembly speaker on or before July 1, 2018, and every year thereafter identifying all current or planned capital projects involving lead-based paint removal and repainting of aboveground stations, elevated trestles, and elevated subway tracks.

Each report must describe the work to be undertaken and measures the Transit Authority will take to ensure adequate protection of public health and the environment from lead particulates.

Reports must include a description of the New York City Transit Authority's policy for lead particulate management for such capital projects.

Amends the 2017 law directing the Metropolitan Transportation Authority and New York City Transit Authority to study aboveground transit infrastructure by replacing the original study requirements with annual reporting requirements.

Takes effect on the same date as the referenced 2017 chapter of law (S. 5754-A and A. 7562-A).
