Allows New York City agencies to procure goods and services up to $150,000 from certified minority or women-owned business enterprises without formal competitive bidding processes.

Enables agencies to award contracts based on "best value" criteria that may include objective factors for minority and women-owned business enterprise certification under both state (Article 15-A of Executive Law) and city (Section 1304 of Charter) standards.

Requires businesses to be eligible for quantitative contract award factors if certified under either state or city minority/women-owned enterprise standards, but does not require concurrent certification under both.

Mandates the city submit annual reports to the governor and state legislature starting October following rule adoption, detailing the number and dollar value of procurements from certified minority and women-owned enterprises versus all other businesses.

Takes effect on the same date as the 2017 law (S.6513-B/A.8508-A) that originally established these minority and women-owned business enterprise provisions.
