Repeals Chapter 501 of the laws of 2017, which established an energy-related public utility mass real property central assessment pilot program.

Requires the commissioner of taxation and finance to submit a written report to the governor and legislative leaders by May 1, 2018, analyzing the economic, policy, and legal objectives of establishing an assessment ceiling program for all public utility mass real property statewide.

Report must analyze potential impacts on taxable assessed valuations, real property taxes for utility owners, local government revenues, administrative benefits or challenges, and specific effects on assessing units with populations of one million or more.

Directs the report to be informed by the state's experiences with the existing telecommunications industry assessment ceiling program established in 2013.

Defines "public utility mass real property" to include infrastructure used in transmission and distribution of gas, electricity, steam, water, petroleum, and telecommunications services, while excluding special franchise property.
