Removes the requirement that field sobriety testing be administered only upon arrest, allowing investigating officers to request testing from motor vehicle operators involved in accidents resulting in serious injury or death when reasonable grounds exist to believe a serious traffic violation occurred.

Eliminates the provision that subjects persons refusing field testing to the same consequences as refusing chemical tests under Vehicle and Traffic Law Section 1194.

Removes language requiring arrest or appearance ticket issuance for serious traffic violations in accident investigations as a prerequisite for license suspension proceedings and chemical testing requirements.

Changes the effective date of the 2017 law on mandatory accident testing from 30 days to 90 days after the law becomes effective.

Specifies that sections one through four take effect on the same date as the referenced 2017 legislation (S.5562-A and A.7572), while the act itself takes effect immediately.
