Amends the composition of the child care availability taskforce to include representatives from unions representing child care providers, the office of temporary and disability assistance, council on children and families, department of taxation and finance, regional economic development councils, SUNY/CUNY, state education department, early childhood advisory council, social service districts, and non-profit child care advocacy organizations.

Expands the taskforce's examination scope to include affordable child care costs, barriers to accessing subsidies, quality of care by economic development region, business incentives for child care access, and tax credit impacts.

Changes the taskforce chair requirement to include a representative of the executive chamber in addition to commissioners from the office of children and family services and department of labor.

Increases the number of assembly speaker-appointed and senate president-appointed members from two to three individuals each, with at least one parent who utilized subsidized child care from each chamber's appointees.

Establishes interim findings deadline of November 1, 2018 and final findings deadline of December 31, 2020, with the act expiring December 31, 2021.
