Amends Civil Service Law Section 50 to define "veteran" as a person honorably discharged or released under honorable conditions from the armed forces, reserves, Army National Guard, Air National Guard, New York Guard, or New York Naval Militia.

Defines "armed forces" to include the army, navy, air force, marine corps, and coast guard.

Removes previous language limiting the veteran application fee waiver to those "honorably discharged or released under honorable circumstances" by replacing it with the comprehensive definition above.

Changes the effective date of the related 2017 law (S.946-A and A.1105-B) from the thirtieth day to the sixtieth day after it becomes law.

This act takes effect immediately, with Section 1 taking effect on the same date as the 2017 veterans fee waiver law.
