Changes the commissioner's authority regarding microchipping standards from mandatory ("shall") to discretionary ("may") in adopting rules and regulations for dogs and cats.

Modifies the advisory committee requirement to be appointed by the commissioner to examine microchipping issues and advise on the need for rules and regulations, rather than establishing technical requirements.

Repeals Section 111-b of the agriculture and markets law entirely.

Establishes that the advisory committee provisions in Section 111-a shall expire two years after the act becomes law and be deemed repealed on that date.

Sets the effective date for Section 111-b repeal as the one hundred twentieth day after the act becomes law.
