Amends Public Service Law Section 74 to establish an energy storage deployment policy (rather than program) with a 2030 energy storage goal for the state.

Requires the Public Service Commission, in consultation with the New York State Energy Research and Development Authority and Long Island Power Authority, to establish the policy by December 31, 2018, after a public hearing.

Energy storage deployment policy must address cost-effectiveness, integration of variable-output energy resources, greenhouse gas emissions reduction, peak demand reduction, transmission and distribution system reliability, and deferred transmission and distribution capacity costs.

Requires annual reports to the governor, temporary president of the senate, and speaker of the assembly on the policy's achievements and effectiveness.

Amends Public Authorities Law Section 1020-ii to require the Long Island Power Authority to encourage qualified energy storage system installation through implementation of the energy storage deployment policy.
