Repeals section 41.56 of the mental hygiene law that established the adolescent suicide prevention advisory council.

Adds new subdivision (g) to section 7.07 of the mental hygiene law assigning the office of mental health responsibility for developing plans, programs, and services for suicide research and prevention.

Requires suicide prevention efforts to address unique needs of different demographic groups and consider the impact of gender, race, ethnicity, cultural and language factors.

Mandates that suicide prevention plans and programs be developed in cooperation with state agencies, local governments, community organizations, and other entities.

Changes the effective date of the 2017 adolescent suicide prevention advisory council law from 60 days after passage to immediate effect.
