Reorganizes and clarifies requirements for employment agency contracts, distinguishing between class "C" theatrical employment and all other employment classes including class "A" and "A-1" employment.

Requires theatrical employment agencies to provide artists with contract information including gross commission or fees, agency name, address, phone number, license number, service type, and all payment terms and conditions.

Mandates that agencies provide artists separate information at each audition or interview listing the employer contact, service description, anticipated compensation, and other material employment terms known in advance, which may be provided electronically.

Requires employment agencies to issue receipts for all fees and payments that include specific disclosures: for theatrical employment, agencies may charge fees after representing an artist in contract negotiations, but not before a job is accepted; refunds must be provided within seven days if fees violate law.

Directs the commissioner to develop templates for "terms and conditions" documents that agencies must provide alongside contracts in plain language, and exempts agencies from penalties for errors in non-English portions of commissioner-provided templates.
