Modifies Labor Law Section 21(15) to require the Department of Labor to establish and maintain an online database cataloging workforce development funding programs instead of publishing a printed catalogue.

Defines "workforce development funding program" to include programs providing educational, occupational, or training services that enhance employability, including English as a second language and adult literacy programs.

Requires the online database to include specific information for each funding program such as program name, agency, purpose, URL, eligibility requirements, contact information, and descriptions of aid including fund flows and matching requirements.

Removes previous requirements to report appropriation amounts for the prior three years, disbursement amounts, and outcome data on program effectiveness and number of persons served.

Mandates that state agencies administering workforce development programs report required information to the Commissioner of Labor within 45 days of their fiscal year end through an electronic reporting system developed by the Department of Labor.
