Repeals subdivisions dd and ee of section 19-502 of the New York City administrative code relating to clean air taxicabs from 2017 legislation.

Requires the Taxi and Limousine Commission to approve one or more hybrid electric vehicle models for taxicab use within ninety days of enactment.

Permits 1,350 medallion holders to use any hybrid electric vehicle (excluding accessible vehicles) that meets for-hire vehicle requirements, within ninety days of the 2017 law's effective date.

Defines hybrid electric vehicle as a commercially available mass production vehicle equipped by the manufacturer with both a combustion engine and integrated electric propulsion system.

Takes effect on the same date and manner as the 2017 clean air taxicab legislation (S. 6326-A and A. 7963-A).
