Repeals subdivision 4 of section 3602-ee of the education law relating to the universal full-day pre-kindergarten program.

Removes language emphasizing competition and program creativity from the stated purpose of the universal full-day pre-kindergarten program.

Eliminates the competitive basis for evaluating and funding pre-kindergarten applications and removes the process for the division of the budget to develop distribution plans for oversubscribed regions.

Changes the subscription funding model so that the New York city region receives $300 million while all other regions receive sufficient funding to provide slots for all qualifying programs.

Takes effect on July 1 following enactment.
