Establishes a senior dental services grant program administered by the Director of the Office for the Aging, subject to appropriations availability.

Eligibility limited to seniors age 65+ with no dental insurance: unmarried residents with income ≤$20,000 or married couples with combined income ≤$26,000 in the year preceding coverage period.

Director authorized to select up to six grant recipients through request for proposal process, prioritizing geographic distribution and accredited educational programs or existing clinics serving low-income elderly.

Grants may be used for direct provision of dental care, equipment purchases, and travel expenses, with Director required to determine and re-determine eligibility annually.

Director must submit annual reports by December 31st detailing financial operations, program effectiveness, grant recipient profiles, and recommendations for program continuation or expansion.
