Requires psychologists to complete a minimum of 36 hours of continuing education during each three-year registration period, with at least 3 hours in professional ethics and New York practice laws and regulations.

Exempts psychologists during their first triennial registration period, those with certified health reasons, those on extended active military duty, and those not engaged in practice upon filing a statement with the department.

Allows the department to issue conditional registration to psychologists who fail to meet continuing education requirements, permitting practice while making up deficiencies, with duration not to exceed one year.

Defines acceptable learning activities as formal courses, self-study, independent study, mentoring, professional journal publications, and lectures; formal courses must be from department-approved sponsors.

Effective January 1, 2021, with a pro-rated continuing education requirement of one hour per month for psychologists whose first registration occurs between January 1, 2021 and the effective date.
