Implements collective bargaining agreements negotiated with nonjudicial officers and employees of the New York unified court system, including NYC senior court officers and NYC court officers.

Establishes salary schedules effective April 1, 2019 and April 1, 2020 with 2 percent increases to maximum rates and recalculated increments based on hiring rates.

Provides one-time payments to security series employees ($500 in 2019, $750 in 2020) and bonuses to employees with 20+ years of continuous service ($2,050-$2,250 in 2019; $2,100-$2,300 in 2020).

Establishes location pay of $4,200 annually (2019) and $4,300 annually (2020) for employees in New York City, and $2,100 (2019) and $2,150 (2020) for employees in Dutchess, Putnam, or Orange counties.

Appropriates $37 million from the general fund to the administrative office of the courts for implementation costs and lump sum payments for retroactive salary increases dating back to April 1, 2017.
