Establishes Article 6-B of Public Officers Law creating the "Open Data Law" requiring state entities to publish publishable data on an open data website at data.ny.gov.

Defines "covered state entities" as all state departments, boards, bureaus, commissions, and public authorities (excluding judiciary and legislature) that must designate a data coordinator within 60 days of enactment.

Requires all publishable state data to be made available on the open data website within one year of enactment in machine-readable formats without registration or licensing requirements, with regular updates and external search accessibility.

Excludes from publication requirements data protected under freedom of information laws, confidential information, proprietary software, employment records, internal deliberative materials, and data that would impose undue financial or administrative burden.

Requires the Office of Information Technology Services to establish guidelines within 180 days and submit compliance plans to the Governor and Legislature by July 15, 2020, with annual updates until all publishable state data is available on the website.
