Establishes a statewide, toll-free hotline operated by the Office of Children and Family Services to receive reports of reportable incidents 24 hours a day, seven days a week, accepting anonymous calls.

Requires the hotline to immediately transmit all reports orally and electronically to appropriate state agencies or local social services offices.

Mandates expedited notification to law enforcement, district attorneys, and emergency responders when reports allege criminal conduct or immediate threats to health, safety, or welfare.

Authorizes the commissioner to promulgate rules and regulations for hotline implementation, including procedures for timely referrals to agencies with investigative or oversight authority.

Requires public education campaigns about elder abuse to include information about the hotline, its signs and symptoms, prevention resources, and available victim services; effective October 1, 2019.
