Amends the Alcoholic Beverage Control Law to allow retail licensees to purchase beer, wine, and liquor using business credit cards, in addition to existing payment methods of cash or credit terms.

Defines "business credit card" as a card issued for business or commercial use that allows the holder to obtain goods and services on credit from the issuer.

Requires manufacturers and wholesalers to exercise reasonable diligence to ensure retail licensees use actual business credit cards, with liability protection if a licensee uses a non-business card despite the seller's diligence.

Mandates that retail licensees reimburse wholesalers or manufacturers for all credit card surcharges and fees resulting from business credit card transactions, with rates determined annually by the authority and reimbursed according to established regulations.

Takes effect 120 days after enactment, with regulatory implementation authority effective immediately.
