Creates mandatory reporting requirement for senior abuse (persons age 60+) with specific definitions covering physical abuse, sexual abuse, emotional/psychological abuse, neglect, abandonment, financial exploitation, and self-neglect.

Requires health care workers, social workers, mental health professionals, law enforcement, facility staff, and financial/legal professionals to report suspected senior abuse to adult protective services within 48 hours of discovery.

Establishes registry for adult protective services to receive reports by telephone, fax, email, and other communication methods, with written reports to include senior information, injury details, alleged perpetrator identity, and other relevant facts.

Prohibits retaliation against employees who make reports and requires employers to provide written information to staff explaining reporting requirements.

Makes willful failure to report suspected senior abuse a class A misdemeanor with civil liability for damages caused by the failure.
