Prohibits cities from compensating any person or entity on a contingent fee basis for auditing returns or reports related to local taxes authorized under general city law.

Prohibits villages from compensating any person or entity on a contingent fee basis for auditing returns or reports related to local laws authorized under village law.

Prohibits cities with a population of one million or more from compensating any person or entity on a contingent fee basis for auditing returns or reports related to excise taxes on the gross income or gross operating income of utilities and utility service vendors.

Applies to compensation based on the amount of tax, interest, or penalty assessed against or collected.

Takes effect immediately upon enactment.
