Adds subdivision 10 to Section 284 of the Agriculture and Markets Law to direct the Department of Agriculture and Markets to develop and facilitate establishment of regional farmers' markets for wholesale and bulk sales to large volume purchasers.

Prioritizes locating regional farmers' markets in food deserts or areas with poor consumer access to high quality and reasonably priced food and farm products.

Alternatively allows regional farmers' markets to serve retailers or bulk purchasers located in food deserts or underserved areas.

Authorizes the Department to cooperate with the New York State Urban Development Corporation and Empire State Development Corporation for implementation under specified statutes.

Takes effect immediately upon enactment.
