Removes restrictions on electronic filing for matrimonial actions and consumer credit transaction proceedings, allowing them to be included in the electronic filing program at the chief administrator's discretion.

Repeals paragraph 2-a of section 2111 of the Civil Practice Law and Rules, which previously excluded residential foreclosure actions involving home loans from mandatory electronic filing requirements.

Extends the expiration date for sections 4, 5, 6, and 7 of chapter 237 of the laws of 2015 from September 1, 2019 to the first day of September in the second calendar year after electronic filing rules take effect.

Requires the chief administrator of the courts to notify the legislative bill drafting commission of the date when electronic filing rules first take effect to maintain accurate statutory records.

Takes effect immediately upon enactment.
