Establishes annual maintenance allowances for nonjudicial court clerks required to wear employer-approved blazers: $925 for fiscal year 2018-19, $1,000 for 2019-20, and $1,200 for 2020-21.

Maintenance allowances are paid in addition to base salary and shall be included as compensation for retirement purposes.

Allows the chief administrator of courts to extend these provisions to other unified court system negotiating units through delivery of a certificate to the comptroller confirming a collective bargaining agreement is in effect.

Authorizes lump sum payments to employees for salary differences dating back to April 1, 2017, contingent on legislature appropriating $28 million to the administrative office of the courts.

Appropriates $28 million from the state general fund to the administrative office of the courts for fiscal year 2017-18 to cover costs including retroactive lump sum payments.
