Expands legislative findings on community gardens to include promoting access to fresh fruits and vegetables for those unable to afford or easily access healthy produce.

Requires community garden task force to study expansion of fresh fruit and vegetable production in areas served by community gardens to address obesity and promote wellness.

Directs state agencies and municipalities to develop policies and strategies for creating safer bike lanes and multiple use trails to encourage physical activity and reduce carbon emissions.

Amends highway law to include multiple use trails as complete street design features alongside sidewalks, bicycle lanes, and other pedestrian accommodations.

Requires the office of parks, recreation and historic preservation to develop more and safer multiple use trails in state parks throughout the state to encourage physical activity.
