Allows Abigail Rivera, widow of deceased NYPD officer Mark Rivera, to apply for Enhanced Tier 3 membership on behalf of her husband within one year of the act's effective date.

Enables Ms. Rivera to file for retirement options and death benefits that would have been available to Mark Rivera had he been an Enhanced Tier 3 member on March 21, 2015, the date of his death.

Requires deduction of all amounts previously paid to Mark Rivera, his estate, or Abigail Rivera from any future benefits payable under this act.

Shifts the cost of enhanced benefits to the City of New York, with estimated financial impact of approximately $1.9 million in increased actuarial liability as of June 30, 2017.

Takes effect immediately upon enactment.
