Allows the U.S. Department of Defense to appoint an eighth non-voting ad hoc member to the New York state board on electric generation siting and the environment if a proposed facility is located within 75 miles of an in-state military base.

Requires the chair of the board to notify the U.S. Department of Defense and the commander or senior military officer of the relevant in-state military base upon receipt of a pre-application preliminary scoping statement for facilities within 75 miles of a military base.

Grants the U.S. Department of Defense 45 days to appoint their non-voting member, with their right to do so deemed waived if they do not appoint within that timeframe.

Changes the quorum requirement from "both" to "more" ad hoc public members to allow the board to proceed if one or more members have not been appointed within 45 days.

Takes effect immediately and applies to all certificate applications filed on or after the effective date.
