Extends the deadline for World Trade Center rescue, recovery, and cleanup operation participants to file a written and sworn statement with their retirement system from September 11, 2018 to September 11, 2022.

Allows participants who became disabled or died from a "qualifying World Trade Center condition" to have that disability or death presumed to be accidental or job-related for retirement benefit purposes.

Amends workers' compensation law to allow claims filed by WTC participants whose disablement occurred between September 11, 2015 and September 11, 2017 to be filed until September 11, 2022, and requires reconsideration of previously disallowed claims meeting these criteria.

Exempts all provisions from Section 25 of the Retirement and Social Security Law, meaning no state appropriation is required to implement the bill.

Takes effect immediately and is deemed retroactive to September 11, 2001.
