Establishes an open space preservation project initiative requiring the Department of Environmental Conservation commissioner to compensate qualified property owners who forgo wind turbine development on their land.

Defines qualified property owners as farmers, loggers, or foresters located within 45 miles of a military installation or national weather service facility who can demonstrate farm or forestry-related income from the subject property within the last three years.

Allows qualified property owners to negotiate with the state for compensation in exchange for purchasing development rights, with compensation determined based on current market rates for similar projects in the region.

Limits "development" to wind turbine construction subject to application with the Public Service Commission or a municipality.

Agreements remain in effect for 15 years and may be renewed pending appropriation; funding requires commissioner approval and legislative appropriation.
