Allows defendants in counties outside cities with populations over one million to request transfer of misdemeanor and felony cases to designated human trafficking courts after arraignment, upon motion and with district attorney opportunity to be heard.

Permits transfer to human trafficking courts in the same county or, with district attorney consent, to adjoining counties that have been designated by the chief administrator of courts.

Establishes a five-day waiting period before removal orders take effect, unless the receiving human trafficking court accepts the case earlier or declines acceptance.

Requires the human trafficking court to promptly notify the defendant, defense counsel, and district attorney of its acceptance or rejection decision.

Directs the chief administrator of courts to establish human trafficking courts as practicable to fulfill the purposes of these transfer provisions.
