Adds aid for transfer or lease of viable agricultural land from existing owners to new and beginning farmers as a duty of the Department of Agriculture and Markets.

Expands the Advisory Council on Agriculture's advisory role to include tax, financial assistance, and policies addressing beginning farmers and farm ownership transfer issues.

Requires the Department of Agriculture and Markets to biennially report to the governor and legislature on efforts to enhance access to viable agricultural land for new and beginning farmers.

Creates new section 329-a requiring the Department of Agriculture and Markets to collect, compile, and publish information about public and private farmland available for purchase or lease, including contact information for landowners and governmental entities.

Directs the Commissioner of General Services to consult with the Department of Agriculture and Markets to identify state-owned land viable for farming and make that information available for public dissemination.
