Establishes the "transformational infrastructure and revitalization project act" allowing use of design-build contracts for public works with estimated costs of at least $10 million undertaken pursuant to project labor agreements.

Defines "best value" for contract awards based on 14 criteria including contractor performance history, compliance with labor laws, minority- and women-owned business enterprise participation, and worker safety records.

Requires a two-step selection process: Step One generates a list of qualified entities through a request for qualifications; Step Two selects the proposal offering best value through a request for proposals with published scoring results.

Mandates that New York City police commissioner assign police officers to every public and private school in the city for at least one hour before instructional hours begin, during school hours, and one hour after school ends, unless a state of emergency requires redeployment.

Directs any cost savings from design-build contracts for the Brooklyn-Queens Expressway project to be deposited with the comptroller in trust for the Metropolitan Transportation Authority on a quarterly basis for capital plan expenses; sections expire and are repealed 4 years after enactment.
