Creates a not-for-profit corporation called the "Volunteer Exempt Firefighter's Benevolent Association of Whitehall, New York" to serve active and exempt volunteer members of the Whitehall Volunteer Fire Company, Inc.

Restricts membership to active volunteer members and exempt firefighters who have not been removed for cause, with membership terminating if a member withdraws before completing five years of service; paid firefighters are ineligible.

Establishes the corporation's purposes as providing relief and assistance to disabled or injured volunteer members and their families, promoting member welfare, and enhancing morale through social and recreational activities.

Vests control of the corporation's funds and property in a board of trustees consisting of at least seven members: president, vice-president, secretary, treasurer, and three additional trustees.

Authorizes the corporation to collect foreign fire insurance premium taxes under Article 91 of the Insurance Law for fire protection in the Whitehall district and surrounding territory, with taxes to be used solely for care and relief of disabled or indigent volunteer firefighters and their families; provision takes effect January 1, 2019.
