Expands the definition of "proprietor" to include sports or entertainment facilities and clarifies that performing rights societies must license "similar copyrighted works" beyond nondramatic musical works.

Requires performing rights societies to make electronic links available to all form royalty agreements and current lists of members, affiliates, and licensed works, with information posted on the Department of State website.

Mandates performing rights societies provide proprietors written notice of rates, terms, and electronic access information at least 72 hours before contract execution.

Prohibits representatives of performing rights societies from using obscene language, conducting business outside business hours without authorization, engaging in coercive conduct, using deceptive practices, or contacting proprietors after receiving written notice to communicate only with their attorney.

Establishes civil penalties of up to $1,000 per violation enforced by the Attorney General, allows proprietors to sue for actual damages and attorney's fees, and takes effect January 1, 2019.
