Extends the required notice period for public hearings on New York State Urban Development Corporation projects from 10 days to 20 days after publication in local newspapers.

Applies the extended 20-day notice requirement to sales or leases of project land, improvements, or substantial portions thereof under multiple sections of the Urban Development Corporation Act.

Applies the extended 20-day notice requirement to public hearings by local governing bodies before conveying municipal property to the corporation.

Applies the extended 20-day notice requirement to notices provided to community boards in cities with population of one million or more regarding corporation project plans.

Takes effect immediately upon enactment.
