Adds the county extension service association in Orange County to the list of organizations eligible for state reimbursement for agricultural fair and exposition premiums.

Exempts the Orange County extension service association from the restriction that prevents county extension associations from receiving reimbursement in counties where agricultural corporations or the American Institute has held a fair in the past two years.

Requires eligible organizations to hold annual fairs or expositions, pay minimum premiums ($5,000 for most organizations, $500 for county extension associations), and file annual reports by December 15.

Establishes reimbursement amounts: $7,200 maximum for agricultural corporations and the American Institute (plus up to $1,500 for youth programs), $5,000 maximum for eligible cooperative extension associations, with remaining funds distributed equally among unreimbursed eligible organizations.

Takes effect immediately upon enactment.
