Extends the period for issuing commercial food fish, lobster, crab, and whelk or conch licenses from January 1, 2018 through December 31, 2019 (instead of ending December 31, 2018).

Establishes license limits for 2018 based on 2017 issuance levels plus fifty percent of the difference toward target numbers (969 for food fish, 563 for crab, 252 for whelk or conch), with 2019 limits frozen at 2018 established levels.

Restricts new applicants to individuals age 16 or older who demonstrate at least $15,000 average annual income over three consecutive years from commercial fishing or fishing activities, or who complete a commercial fishing apprenticeship.

Caps marine and coastal district party and charter boat licenses at 517 annually for 2018-2019, available only to applicants holding an Uninspected Passenger Vessel license from the U.S. Coast Guard.

Takes effect December 31, 2018, allowing regulations to be promulgated before that date for implementation.
