Grants Anthony D. Katsur retirement service credit in the New York state and local police and fire retirement system for his service as a university police officer at SUNY Stony Brook from November 5, 1981 to February 3, 1988.

Deems Katsur's university police service as if rendered with the division of state police, allowing his total service to exceed 20 years and removing the 50% benefit limitation that would otherwise apply.

Authorizes Katsur to purchase military service credit under Article 20 of the retirement and social security law that he was previously unable to purchase, with his retirement benefit recalculated as of his May 9, 2002 retirement date.

Requires Katsur to file a written request with the state comptroller and pay the applicable cost by December 31, 2018 to receive these benefits.

Establishes that the state of New York bears the cost of the benefit increase (approximately $124,000 as a one-time payment), while Katsur pays approximately $6,000 of the estimated $130,000 total cost.
