Authorizes Patrick Humiston, a Buffalo police officer in the state and local police and fire retirement system, to receive service credit for his employment as a deputy sheriff with the Erie County Sheriff's Department from November 12, 2002 through August 21, 2006.

Grants Humiston full rights and benefits under sections 384-d and 384-e of the Retirement and Social Security Law for the credited period, provided he files a request with the state comptroller within one year of the act's effective date.

Requires the city of Buffalo to bear all past service costs associated with granting this service credit, estimated at approximately $231,000 as a one-time payment by February 1, 2019.

Takes effect immediately upon enactment.
