Extends the Department of Environmental Conservation's authority to manage monkfish (three species: Lophius americanus, Lophius reticulatus, and Lophius gastrophysus) until December 31, 2021, changing the previous expiration date of December 31, 2018

Authorizes the department to establish regulations covering size limits, catch and possession limits, open and closed seasons, closed areas, fishing restrictions, permit requirements, recordkeeping, gear specifications, and rules for transportation, possession, and sale of monkfish

Requires all monkfish regulations to be at least as restrictive as existing environmental conservation law requirements and must comply with the Atlantic States Marine Fisheries Commission's fishery management plans and federal Fishery Conservation and Management Act provisions

Takes effect immediately upon enactment
