Requires public corporations to provide written notice to retired officers, employees, and their families at least 30 days before the governing board authorizes changes in health insurance premiums or coverage.

Notice requirement applies to changes in contracts, plans, or amendments to health insurance for retirees under General Municipal Law Section 92-a.

Allows public corporations to provide notice either by including the full contract text and financial information, or by providing general terms with a location and secure website address where retirees can access complete details and cost information.

For health insurance contracts negotiated with certified employee organizations, written notice must be provided when the contract becomes binding on covered retirees.

Takes effect immediately and applies to all health insurance contracts, plans, renewals, modifications, or amendments entered into on or after the effective date.
