Authorizes the Village of Massena in St. Lawrence County to discontinue and alienate 15.4 acres of parkland for expansion of a village department of public works facility.

Requires the village to dedicate 23.8 acres as replacement parkland prior to discontinuing the original parkland, provided the village has never used the replacement lands for public open space or park purposes.

Obligates the village to dedicate additional parkland and/or fund capital improvements to existing park facilities if the fair market value of the 23.8-acre replacement parcel is less than the value of the 15.4 acres being alienated.

Prohibits the alienation from occurring if the original parkland received federal funding until the village complies with all federal requirements, including obtaining the Secretary of the Interior's approval that replacement lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
