Amends General Business Law Section 396-h to increase penalties for fraudulently selling poppies, forget-me-nots, daisies, flags, and other patriotic items while falsely claiming to represent an authorized veteran relief organization

First offense penalty increased from fifty dollars to five hundred dollars fine, or imprisonment not exceeding six months, or both

Second or subsequent offense now classified as misdemeanor punishable by fine not exceeding one thousand dollars, or imprisonment not exceeding one year, or both

Updates gender-neutral language throughout the statute, changing "his" to "or her" and "himself" to "or herself"

Takes effect November 1st following enactment into law
