Authorizes the City of Cohoes to make the optional retirement plan under section 384-d of the Retirement and Social Security Law available to police officer Jeffrey Bressette, who missed the deadline to enroll due to reasons not attributable to his own negligence.

Requires the City of Cohoes to file a resolution with the state comptroller by December 31, 2018, certifying that the officer did not bar himself from participation through negligence.

Allows Officer Bressette to elect coverage under section 384-d by filing a request with the state comptroller by June 30, 2019, and entitles him to all associated rights and benefits.

Specifies that only service and salary earned by Officer Bressette in employment with the City of Cohoes will be credited toward his retirement calculation; service with the Town of Coeymans and Town of Waterford are excluded.

Requires the City of Cohoes to bear all past service costs associated with implementing the act, with estimated annual contribution increase of approximately $6,200 for fiscal year ending March 31, 2019.
